Jose Lopez cleans-up around one of the windows that was broken during a vandalism spree at the Capitol in Sacramento, Calif., Authorities arrested Richard Michael Dopkins, 21, around 9:30 p.m. Sunday night, for tossing concrete and rocks at window and doors on the west, south and north sides of the Capitol, shattering glass and damaging the wood frames of the doors. Dopkins also damaged the Jesse Unruh Building, home of the state treasurer's office and Sacramento City Hall before he was arrested.
